Legal Question in Family Law in Pennsylvania

I live in PA. My daughter has her biological father's last name, but he does not appear on the birth certificate (only I do). He has not been part of her life for over two years and has warrants against his arrests for not paying child support. I want to change her last name to mine. Would this process be difficult or costly? How would this affect the child support collection?

The hard part will be finding the biological father to serve him with notice of the hearing. As for cost juvenile name changes are easier in that you don't have to advertise. Also, you don't need to do a name search to see if the child has any judgments against him.
