Legal Question in Family Law in Pennsylvania

My sister and niece have joint custody of child. The niece formerly lived at my sister's home and left on her own accord. My sister has collected and placed the remaining belongings of the niece and placed them in a 3 season room at her residence.

Instead of my sister and niece meeting at the usual location (a grocery store parking lot), my sister agreed to allow the niece to come into her home and collect some belongings. An argument ensued after my sister allowed the niece to look in other rooms of the home. The niece started arguing with my sister. They were both arguing and it was upsetting to the child who was in their presence.

Is this an acceptable correspondence to send to the niece due to this situation.

"All of your belongings have been transferred into the “Pool” three season room at XXXXX. You are hereby informed that from this date forward the following applies to your collecting of your belongings: you will contact me within 48 hours and I will allow you into that room. You are not permitted into any other areas of my home. The collection of your belongings will not be in combination with exchanging the custody of XXXX. This is not in the best interest of XXXXXX(child's name).

And how is any this any of your problem? Are you a party to the custody action? What happened to the child's father? It's unclear who the child's mother i/ Your sister or the niece?

Also what does the custody order say?

Without knowing the whole story it would hard to say who is behaving inappropriate and what should be done about it.
