Legal Question in Civil Litigation in Pennsylvania

Hi, My girlfriend goes to college in Pennsylvania and her roomate and neighbors in the dorm constantly call her names, throw things from the neigbhoring window into hers while she is trying to sleep, bang on the wall also while she is trying to sleep, blow loud whistles directed at her late at night, and call her phone non-stop while she attempts to fall asleep. This all happens repeatedly on many nights this year. It causes her to get horrible sleep before early morning exams and just generally it has really effected her, she cries non-stop and does not know what to do. It has really emotionally distressed her. If she approaches them they just ignore her. And if she goes to the RA's they say that they kind of ignore it and dont pay dont utilize their power. Can you please help and tell me if there is anything she can do legally. Thanks.

She has a few options - she can go above the RA's and file a complaint with higher authorities at the school, she could file harrassment charges with the local police, or if she really believes she has suffered mental distress - she needs to see a doctor who could diagnose her with a condition related to her treatment at the dorm and then file a lawsuit against the indidual students and against the school.
