Legal Question in Civil Litigation in Pennsylvania

This is going to sound very odd, I know, but I am desperate and could really use some advice, so here goes:
I'm pretty broke right now, and as a way to make money, I decided to sell some of my hair via a human-hair buying and selling site. I paid to place a three-month ad and found a buyer, who allegedly works for a doll/wig maker and with whom I've spoken through e-mail and instant message. All/most of our conversations should be saved. We live in neighboring states. We agreed that he would watch me cut off some of my hair (with a webcam), pay me through Paypal, then I'd cut off the rest and send it to him. He also agreed to pay all shipping costs. I upheld my end of the deal. I cut off over a foot of hair on one side, he viewed it, but has NOT paid me. I know this person is a total FREAK with an unnatural fixation on women's hair, but he agreed MANY times to pay me and has not. Am I able to take legal action?

You didnt mention how much he agreed to pay. It costs money to file a lawsuit, I certainly wouldn't file one over $89, or a few hundred for that matter. On top of that, a victory doesn't mean that you get paid. A victory simply means that a court has ruled that you are owed money.
If you are labeling this person a freak, my best advice, which isn't really legal advice at all, is to avoid him at all costs.
