neighbor harassment

My former landlord had trash and debris on the grounds I now occupy long before we moved in. We offered to help clean it all up, but, explained we couldn't afford to dump it(nor was it our responsibility). She never got back to us, so, we cleaned up all that was in our yard and moved alot of the rest. Now, we have a new landlord who she told we were responsible. We spoke to him and made him the same offer. Now, I have recieved a citation stating I must clean it up within 48 hours. What can I do?

complain to th township. they will figure out who shoul do what. also file a complaint with the town against those responsible
