Legal Question in Immigration Law in Pennsylvania
I want to bring my niece to the US. My husband is a citizen and I am getting my residency now. My sister agreed to give my niece guardianship to myhusbnd and I. What kind of visa will she need to come to the US? What actions do I need to take in the US?

The brief answer is: you cannot.
Your US citizen husband or you (a permanent resident) can't petition your niece for permanent residency in USA.
Guardianship doesn't help to cure this issue since your niece is not an orphan and you are not legally adopting her.
