Federal Subpoenas

To serve the Department of Homeland Security with a subpoena for immigration records, the subpoena must come from a federal judge. Is it possible to get a federal judge to sign off on a subpoena to fulfill this requirement, even if the issue you're arguing is taking place in a state court?

I see no reason why such a subpoena to be served upon a federal agency would have to "come from a federal judge" in order to be valid. Federal agencies as far as I know must also answer to subpoenas properly served in state court matters.
