Legal Question in Immigration Law in Pennsylvania
I got a notice of approval of petition that i submit for my sister to come to USA from National Visa Center. NVC mention on the notice that determine which consular post is appropriate to complete visa processing. Also mention that it will contact the beneficiary for further visa processing step. my question is the consular processing on this step means that the visa number is already available or no?

No, it doesn't mean that a visa number is already available. If a I-130 petition was recently approved, it's likely that it will be kept in the NVC for several more years until the priority date is current.
You can see your priority date on I-130 approval notice. It takes at least 10-11 years for most countries for a priority date to become current (for several countries, it takes longer than that). You can follow it in the Dept of State Monthly Visa Bulletin.
