Legal Question in Intellectual Property in Pennsylvania

Copyright/Fair use/Parody

I understand that fair use is subjective, I'm really looking more for opinion than answer. First, to promote a band or something can you copy another company's jingle? Like when ''the Simpsons'' has a shirt, and It's a picture of Homer Simpson and next to it it says ''got beer?'' is that considered parody or would The Simpsons have to pay money to the milk people? Second, if you write a song and you copy a line from another song, not as a ripoff trying to pass it off as your own, but more liek a ''tribute'' to the original song, can you include just a line or two if you give credit? thanks for your time.
