Legal Question in Employment Law in Pennsylvania

I feel I'm being held back for promotion by boss.

I work for a security service that supplys security for one of the big three auto makers. I started out working for the auto maker then with down sizeing had to join an agency to stay employed there. I have been at the same job for over 7 years and every time a promotion become avialible the supevisor in the security dept. does what he can to stop me from getting the promotion. He has even gone as far as telling the workers under him to not give me letters of recommondations for a job that has just become availible .I have the most exsperance at the job and the most time on the job, but it seems he does not like me so he does what he can to stop me from getting the promotion.This is not the first time he has done it at least 3 times in the past. If there is anything you can tell me on this matter it would surely be a big help.

The answer depends on why the supervisor doesn't like you. If the reason is discriminatory based upon your race, religion, gender or some other protected class, you have rights under both state and federal laws. If the supervisor simply doesn't like you, however, there is no law that prevents him from blocking your promotion.
