Legal Question in Employment Law in Pennsylvania

My mom is being harassed by her boss. She is a sales rep. and he is her regional manager. Every week he belittles her and threatens her with termination. He has been to prior counseling for his anger management issues, but continues to curse, yell, and talk down to her. What can she do? She is in fear of losing her job.
