my neighbor has been told that he has two weeks to get out he lost his job and does not have a lease he has 3 girls under 4 yrs old what rights does he have ?

Since there is no lease, he is legally on a month-to-month arrangement.

In other words, the landlord can give him a 30 day notice, and he has to vacate by then.

The 10 day eviction is normal. If he is there after the 10 days, the landlord would have to file an action with the district court/municipal court, and then he has a right to a hearing. After the judge rules, he has 10 days to appeal. In other words, you can drag it out a bit, but eventually he will have to vacate.
