I'm not sure what an apartment association is but it doesn't matter they are the landlord. Whether they can start eviction proceedings after the rent is 2 weeks late depends on what your lease says.

Note the lease you sign may have included a waiver of the notice to quit. So the first thing see what the lease says about failure to pay rent.

You can pay and stay when you are before the DJ. However, you will be on the hook for the DJ filing fee.
