Landlord turned off heat

My daughter's landlord turned off the heat to their house because he had a fight with another tenant. Isn't this against the law? What are our remedies?

No. If heat was included in the rent then he needs to provide it. If the apartment is uninhabitable she could move out and assert a defense of constructive eviction.

Before do that she should write a letter asking him to turn on the heat. If he fails to turn on the heat she can move. If he threatens suit for breaching the lease then she has a defense to that claim.
