The sump pump quit working in one of my rental properties. Basement flooded and sump has been replaced however I still need to schedule to have floors and walls painted. It has been 3 weeks and the tenant sprained her ankle and has not given me a date to schedule worked covered by my insurance. To do the work the tenant needs to relocate her belongings to one side of basement while other side is painted and then move belongings to other side to complete the remains work. Tenant has one other adult in house to assist with this but I am not getting results with my verbal inquiries. Should I give written notice to schedule work? This is in pennsylvania.

Yes, write a letter or an email. Indicating. 1) There was a problem 2) you stand ready to fix it. 3) You need the tenant to a) facilitate the repair and b) schedule a time when the repairs can take place.
You want this in writing just in case you get sued for not making timely repairs.
