Legal Question in Real Estate Law in Pennsylvania

moving out people who are not in a rental agreement

I have rental property in a Philadelphia PA. My tenant stopped to pay a rent and I am in a process to evict him. He left to Florida and put his sister with her family in a my apartment. Can I force them to move out-they do not have contract with me?

Unfortunately you have to wait for the L/T officer to move them out. You are not just evicting your tenants, but all occupants as well. After you get a default judgment you will then proceed to Messerman's office and they will get them out within a month or so after you obtain judgment.
