I'm on Active Duty and just got offered a Federal job which requires me to move with a 25 day notice. Is there anyway I can get out of this lease without paying a penalty?

You may have rights under Federal statutes. Please ask your company's JAG if s/he has a list of lawyers who are familiar with those rights.
I have posted a request on a listserv for PA to find out if there are lawyers who would have special knowledge of your rights.

If you entered the lease while you were already on Active Duty, you probably have no more rights than any other tenant.
Even if you entered the lease before you were already on Active Duty, if the Federal Job you were offered does not relate to your Duty/Service, you may also not have special rights.
If neither of the above is the case, ask your JAG for a transfer clause, the language for which is readily obtainable in JAG offices.
Any tenant may try to negotiate with the landlord for an early termination. There may be a termination fee, which may be less than the rent for the rest of your lease term. The landlord is not required to let you terminate your lease early.
