Can I sue the previous homeowner for not disclosing information?
Items that were not disclosed in the seller's disclosure are the problems with the cesspool, pipes freezing, and a roof leak. All items probably have cost me $15,000 in the last 3 months. Do I have any legal recourse?

Your rights are determined by how long ago you bought the house and what was disclosed in the Seller's Property Disclosure Statement.
Also, if you had a home inspection that showed the issues with which you are having a problem, it depends on what happened as a result. If you did not request repairs, or even if you requested repairs, if you completed settlement without the seller making those repairs, you may not be able to make a claim.
You should ask a real estate lawyer in your local area to review your agreement of sale and all other documents relating to your purchase to help determine if you have any claims.
