Legal Question in Social Security Law in Pennsylvania

To explain, with SSD this individual has medicare and because of being financially eligible,does not pay a monthly premium, would lose the housing help which is not worth losing. Also could not afford to live and cannot risk the chance of receiving monies that would work against any of the help they receive. This individual also receives PA access to help along with medicare to pay for life sustaining medications and healthcare, no amount of inheritance in the world is worth losing this parties survival lifeline. It is difficult enough as it is to get and keep the help. They want to know every cent one has and if anyone helps one in anyway and once these agencies think you have a few dollars for a moment, the individual would be paying a medicare premium they could not afford in the long run, lose their housing and that is hard to get as the funding on that is always getting cut in PA and the waiting list is forever, and also risk losing the PA Access card that helps them get their meds and healthcare as well. The HUD program wants to see your bank statements as well to make sure no one gave you a cent. One is literally put through hell if any money is received. What to do?
