I am not licensed in NJ, but I am aware of their system for handling traffic violations. You do have to respond to the Summons, one way or the other. Sometimes in NJ, you must attend a scheduled hearing even to plead guilty and definitely to plead not guilty. Otherwise, the summons should set forth the procedure for pleading guilty and paying the fine.

If not, I would repost this asking for advice from a NJ lawyer.
