Probate: Removal of items from home

Mother passed on 8/25 with no will. She had a common law husband which she shared a home with in Pennsylvania. My sister and I reside in Delaware. My sister went to the home and took thousands of dollars of my mother's items, including jewelry. Is it legal for her to remove items from my mother's home before going to probate? What can I do so that the items can be returned to the home so that all assets can go through Probate Court? We have not file the case in court as yet.
