Legal Question in Wills and Trusts in Pennsylvania

Wills/estates

I and my brother are named executors of my deceased mother's PA estate. Our attorney has indicated that she is to be named as an individual who can write checks (including to herself) from the estate's checking and savings account. Is this required by PA law?
