Legal Question in Workers Comp in Pennsylvania

compensation denial

I have a condition in both my shoulders that is aggravated by work.I have been treated for one,but now I am being denied benifits for the other.Will the fact that the comp co paid for the first shoulder help me in my appeal to get treatment for the other?Any advice will be greatly appriciated. Thank you.
