hold on departure and warrant of arrest

my mother owe a debt of i don't know the exact amount...my biggest concern now is...how will she go back to the Philippines were in fact she has a warrant of arrest and what if also someone filed her hold on departure order? pls. enlighten me on what to do. We want her to go home...We are willing to pay her damages...will she be hold upon her landing in the philippine airport? i want to settle everything because i don't want her to be in jail nor be captured by policemen, as i heard there was a bail of 10,000 per person (is this justifiable?)...thank you very much...hope to hear from you soon..

Your mother wont be arrested unless there is an indication that police officers have beed tipped off of her arrival. If she has Hold Departure Order, then she can be hold and not allowed to leave.
