last name change?

Good Day Attorney,

Section 5 of the Civil Registry law (Philippines) says that an illegitimate child shall use the surname of the mother.

My question is, if the mother got married to other man (not to biological father, foreigner in this case). Is the child can use the foreigner surname by amending the birth cert of the child without processing an adoption papers?

No such thing as amendement of birth certificate under Philippine laws. For the child to use the surname of the new spouse, there should be an adoption. Thanks
