Water District rights over land owners?
We are property owners in Bicol. The local water district has been using all of the water arising from the Springs located on our property They don't have permission, ownership or water permits authorizing use of the water. My father decided enough was enough and told the water district it was time to settle this problem, the family wanted their water for their own use, he was going to stop the water. He placed a wooden plug in the pipe, stopping the flow of water to 270 water users, 2141 households in the district.
The Water District, without any proof to the right to the water, filed a Complaint before the Regional Trial Court asking for Damages for depriving the consumers use of their services. The Water District presented to the Court, a water permit on another location 1,240 meters from our Spring, police reports where the water district asked for police escorts to trespass on our property and minutes of a meeting held in the local Mayors office with (2) private attorneys, members of the water board, (2) police officers and (1) of my relatives and his wife and son present, no one who owned the property were the water source is located was present at the meeting. The Court granted the water district a Preliminary Injunction with assurances we could not stop the flow of water. The Case has been dragging on for (5) years now, with no end in sight. As of this date, the Water District has collected between 11 - 17 million pesos and we have spent 500,000 pesos. I fail to see any justice. Has anyone got any suggestions, PLEASE.

Why not file a case against the water district and engage a counsel of your own choice.
