Legal Question in Traffic Law in Philippines

Over speeding on nlex was written on the temporary operating permit (top). why is it the lto will put the over speeding under reckless driving? reckless driving is far from over speeding. isn't it over speeding should fall on disregarding traffic sign?

Reckless driving could broadly include that act of over speeding. All of it are a form of traffic violations whether be over speeding.reckless driving etc.
