I am legally living in the us if my green card is expired since 1999

Probably, yes, if yours is a permanent, not conditional, residence. However, you must apply to renew expired green card. If you have some sort of criminal record and this is the reason why you haven't applied to renew a green card which had expired more than 10 years ago, you shall consult a lawyer because some convictions can make even a permanent resident deportable.
