Legal Question in Landlord & Tenant Law in Rhode Island

Illegal housing?

Okay, I live in an apartment, and it has 2 real apartments in it, then there is an attic apartment and a basement apartment. I think that this is illegal and I dont know who to contact- We are squeezing cars to park, and the whole situation is uncomfortable... So who do I contact, and what makes a basement or attic apartment illegal?
