bad debt

a person owes me $1500, wrote me a bad check from his business account, can i put a lien on his building?

You'll have to sue the individual first for the amount of the debt and get a judgment. Then you can depose the defendant, find out where his property is, and from there proceed to place a lien on that property. You should speak to a lawyer immediately, however, as the statute of limitations could prevent you from filing successfully once it's expired.
