Legal Question in Family Law in South Carolina

Brother gave male child to his sister to raise when child was 18 months old (mother must have supervised visitation) but has refused to give sister any legal rights; child is now 4 years old; sister and husband have total financial responsibility along with day to day responsibility; brother provides no financial support; what legal rights do we have to obtain joint or sole custody?

The sister and her husband may petition the court for custody of the child, and the sister and her husband may be able to petition the court to terminate the parents' rights and adopt the child.
