If someone has been deported can you still apply for that person a fiancee visa?

Yes, one can apply if he/she is a US citizen. However, a visa can be denied unless a foreign fiance is granted a permission to reapply for admission after deportation or removal, and possibly a waiver of inadmisibility is granted (if it's required).
