Hello,

My friend entered the United States illegally several years ago as a minor to get away from poverty. He has been here without incident for the entire time in the United States. Is there anything that can be done to help him become a legal U.S. Citizen?

No. He is not eligible for US citizenship.

To become a permanent resident (which is not the same as a citizenship), he needs to be petitioned by a close relative (mother, father, wife, child over 21 years of age), and has to be eligible for adjustment of status.

Usually, entry without inspection (illegal entry) makes a person ineligible for adjustment, and they'll have to depart the country and go abroad for a visa. He should consult a lawyer for advice.
