there is a unwritten rule about page 13, counseling chits, about them not being able to be issued after 72hrs of the offense, I have been trying to find the instruction on it and can not, prehaps you can help

Service members can be counseled at any time for almost any reason (related to good order and discipline). I am unaware of any 72-hr limit. There may be guidance given to leaders that they should make every attempt to do it as soon as practicable after the incident occurs, but there is probably no prohibition on accomplishing the p. 13 counseling entries after some arbitrary 72 hour deadline.
