garbage laws
can i be arrested if i go into a dumpster/garbage bin and salavage useable items ?

Taking unwanted items left for the trash collectors is not a crime, but trespassing upon private property is. You are between a rock and a hard place when you dumpster dive if the property is posted or if you have been told not to trespass.
