Right to Good Medical care

My husband is in a prison and has several health problems that have been diagnosed by doctors before he was incarcerated. The Institution he is in refuses to confront and deal with his problems and says he is a hypochondriac. My question is, ''Can a state run prison be sued for medical malpractice.'' I already have the Medical Board investigating them.
