Stealing $1200 from memorial fund

A friend took his life. We put money in a 'safe' at the club my friend worked at. $1200. The General Manager of the club ''borrowed'' it - and now that I need the money for a headstone for my deceased friend, the GM will not pay it.

What can i do?
