Conservatorship of my wife's twin sister

My wife has a twin sister who is mentally difficient due to abuse when she was a child. Three years ago my wife's older sister was named conservator over her twin and now refuses to allow my wife to see her twin sister. Is there any way for my wife to get some sort of visitation rights to see her twin even though the twin's conservator does not want this to happen.

If the sister completely refuses to allow visitation, your best option probably is to ask the court administering the conservatorship for relief.
