visitation rights
When two people have custody of a child and visitation is given to another couple does both people of said child have to sign the visitation papers?

Not sure exactly what you mean by giving visitation to someone. If you mean simply allowing the child to be with someone else, no one needs to sign anything. Call me if you have any further question.
