Legal Question in Civil Rights Law in Texas
If one individual files a false report of terrorism against another individual, doesn't this break a federal law similar to screaming "FIRE" in a movie theater full of people when there is no fire?

Filing a false report is a state crime. Whether the feds are involved may make it in their jurisdiction and subject to prosecution by them for some offense.
