Your posting was a little vague.
19 year debt? Was the debt not paid for 19 years? Have you been paying on it for 19 years?
When was the last payment made on this account? How much debt are we talking about?

Is the debt 19 years old, or is it the debt of a 19 year-old individual? Was a judgment taken, or is this something that's being threatened?
A company cannot 'freeze' a bank account without court orders.
