New Credit File
I would like to know if I can legally open a new credit file, and if I can, I would also like to know how I can do it legally?

If you're asking this question, you must realize that your credit file is maintained by your name, SS#, DL#, address, telephone # and others. To change the significant #s would likely require a fraud which would get you in more trouble than your present credit rating.
