Can a creditor/collection agency collect on a debt from 1999. State of TX, statue of limitations should have ran out right?

The debt itself is owed until it is paid; that means they will still be making the phone calls to you.

If they SUE you for the debt, then the four-year statute of limitations applies (with a few exceptions). It "runs" from the date that they knew or should have known that the debt wasn't going to be paid. Usually, this is 30 days after you made the last payment. If you subsequently made a promise to pay, it starts the time period running again.
