Is a undiagnosed bipolar person responsible for debt

My wife just tried to recently take her life. She is recovering and is diagnosed with a mental bipolar condition. During her manic phases she had uncontrollable spending and put us in debt. She also had access to her two brothers accounts. She has put them in debt and ruined their credit also. I know they are not responsible for her debt by federal law and my question is, with my wifes documented illnes

will she be held criminally responsible for her credit fraud? How can I clean this up?

It is difficult for a person with a mental illness to have the requisite criminal intent to perform a criminal act. That would be a defense that would have to be asserted if she is charged with a crime and brought to trial by the district attorney's office.
