State jail time

my brother is currently facing 6 months in state jail. How do they decide which state jail he will go to. He has to offenses one in east texas and one in west texas. His court appointed attorney is not doing his job how do we correct that. If one county sentences him and he is on hold in another county. Do they have to send him to the second county before he goes to state jail?

The Institutional Division of the Texas Department of Criminal Justice makes the decision as to where your brother will be sent. In order to get rid of the court appointed attorney, you will probably need to hire an attorney for your brother. If he is not sent to the second county, he may send notice to the guards at the TDCJ after he gets to where he will be assigned, informing them he wants to take care of the other case, and they will contact that County as I understand the situtation.
