If driver is arrested for dwi, and passager is too drunk to drive what happens to the passanger?

If the cops are cool, passengers get a friend or cab to take them home. Otherwise, passenger goes to jail for public intoxication. Sometimes passengers are cited for public intoxication as a means of discrediting them (it's just a ticket and they usually just pay the fine) as a potential defense witness in the DWI trial for the driver.
