is it possible to retreive driver license through the bexar county court and if yes how?

No, the Court does not have your driver's license. If you have paid the reenstatement fee, and/or if your license was taken as the result of a conviction, then you may need to take a DWI Education Course in order to get the license back from DPS. Either way you need to call the Texas Department of Public Safety.
