Legal Question in Family Law in Texas

My mom has full custody over me. My Fiance is almost 18. When he turns 18 can my mom sign over custody to him and i still be able to date and marry him when i turn 18

There is no such thing as "signing over custody." You have to get a Judge involved.

How old are you? Your mother could simply consent to you getting married young (before age 18).
