Parental rights and child support

I am divorced with one child. I have primary custody. A year and a half ago while my 12 yr old was spending a visitation weekend with her father, he got drunk and verbally abused her. She told me she never wanted to be with him again. So she hasn't. There has been no contact since with him. I do receive child support every month that is taken from his Army retirement pay and sent to the Attorney General of Texas and then to my checking account. Last night, her father left me a message saying he is giving up all his parental rights to our child. He sounded drunk, as he drinks badly. I believe he is doing this in an attempt to get out of paying child support. Will this work? Can a father just decide he wants no rights to his child so he doesn't have to pay child support anymore?
