You do not mention how long you have resided in Texas. If less than 6 months, you should retain an attorney to file a Suit Affecting Parent-Child Relationship now, to be amended later to include your divorce allegations. Unfortunately, if he is determined to stay unemployed, it is difficult to collect any money. In some counties, judges are happy to throw this type of dad in jail, and they often are able to find the money once incarcerated. Retain an attorney to file for divorce and pursue child support, and the squeaky wheel with the AG.
